Lao Cai Province, Vietnam
Lao Cai Province, located in the northern mountainous region is the least developed area included in our study. Situated far from major urban areas, there is very poor infrastructure and the economy continues to be based predominantly on subsistence agriculture. This is reflected in the high levels of poverty. The area also has the highest proportion of ethnic minority groups. Lao Cai shared a border with China and is situated on an important trade route. Yet, little of this trade benefits the local population.
